not billing for the time that the call lasts.
Instead you are charged for the about of data

FaceTime is an application audio
and video calling service. It uses our Wi-Fi
or cellular data connection instead of
traditional phone lines.
It is an Apple-Apple devices connection. We can
use it from any iPhone, iPad, iPod touch or
Mac, to call anyone else using any one of those devices.
So, as WhatsApp and Skype do, FaceTime
allows not only to hear but to see the
people we're talking to. In other maners, it allows
seeing and hearing via video or audio calls .
There's a built-in FaceTime app on every iPhone,
iPad, iPod touch, and Mac. It is also integrated
into the Phone app on iPhone. As long as we're
on Wi-Fi or cellular data, we can stay in touch
with family and friends.
FaceTime starts off using our iPhone phone number
and Apple ID email address as the way for other
people to reach us.
You can add new addresses, for example, a work or
school address, and remove them at any time.
We can also block a contact from someone who trying to FaceTime
you and phone you or iMessage you, at any time.
FaceTime is automatically activated as part of
the overall setup process you go through the first
time you turn on a new iPhone, iPod touch, iPad,
or Mac. For some reason, we can disable the
application.
